It has been 20 years since that December night that changed lives and shook a city.
On Dec. 28, 1998, Tyisha Miller, a 19 year old who lived in the Rubidoux area, was fatally shot by Riverside police at a gas station. She was unresponsive and had a gun on her lap.
What followed was years of community strife that led to reforms in the Riverside Police Department.
